Things I don't get #1: ashtrays in airplane toilets

Smoking is bad, we all know. During the last two decade or so smoking became forbidden in public places, airplanes and offices. I still can remember that smoking was allowed in airplanes and in restaurants both giving non-smokers a hard time. Luckily this is not happening anymore. The ashtrays are gone in the armrests and the "No-Smoking" light and signs are now permanent. Even in the toilets there are smoke detectors to detect someone is smoking during a toilet visit.

What I don't get: Why are there in any airplane (including brand new) still ashtrays in airplane toilets?
